What is state-specific in Rajasthan, and what is national
Most of what a new Rajasthan business files is national. The state-level pieces are the shops law and, for larger projects, state approvals. Marketplaces sit outside government altogether.
- State: the Rajasthan Shops and Commercial Establishments Act, 1958, administered by the Labour Department
- State: RAJNIVESH, the single window for approvals from state departments
- National: GST, applied for on the GST portal, with 08 as the state code in the GSTIN
- National: Udyam MSME registration on the Ministry of MSME portal
- Private: Amazon and Flipkart seller accounts, approved by each marketplace
The Rajasthan shops law and its 2026 amendment
Shops and commercial establishments in Rajasthan are covered by the Rajasthan Shops and Commercial Establishments Act, 1958 (Act 31 of 1958).
Ordinance 3 of 2025 was followed by the Rajasthan Shops and Commercial Establishments (Amendment) Bill, 2026. We could not confirm its provisions, its assent or any new size threshold from an official copy. Several states moved to a 20-worker threshold in 2025–26, but do not assume Rajasthan did the same until the Labour Department says so.
Registration runs through the Labour Department Management System (LDMS) at labour.rajasthan.gov.in, which you sign in to with an SSO Rajasthan ID.
A separate registration exists under the central labour codes that came into force on 21 November 2025; check whether your establishment falls under it.
RAJNIVESH, GST and Udyam
RAJNIVESH (rajnivesh.rajasthan.gov.in) is the state’s single window for businesses and investors needing several state approvals. A small trading or service business will often not need it.
GST registrations from Rajasthan are applied for on the national GST portal like any other, and the resulting GSTIN begins with 08.
For Udyam, a Jaipur jeweller and a Jodhpur furniture maker complete the identical central form; nothing about it changes at the state border.
Working with TrueOrbis from Rajasthan
All Rajasthan work is remote. A first video call sets out what you need; after that we use WhatsApp for quick questions, secure folders for documents and screen-share for filings, so you see each step as it happens.
We take on GST and Udyam applications, seller accounts, listings and technology projects. The shops law registration on LDMS is filed by the owner; we can explain what it involves.
- Scoping call and written proposal
- Document collection through a secure folder
- Filing or setup over screen-share, with you approving each submission
- Handover of logins, certificates and notes
Cities we cover in Rajasthan
Jaipur has a dedicated page. Udaipur, Jodhpur, Kota, Ajmer, Bikaner and other towns across Rajasthan are served remotely.
Common questions
Has Rajasthan moved to a 20-worker threshold like some other states?
We could not confirm it. The 2026 amendment bill followed a 2025 ordinance, but its provisions were not verified from an official copy when we reviewed this page. Check LDMS or ask the Labour Department.
What do I need to use LDMS?
An SSO Rajasthan login. LDMS, the Labour Department Management System at labour.rajasthan.gov.in, is reached through the state’s single sign-on.
Which comes first for a new Rajasthan seller: GST or the marketplace account?
Usually GST. Both marketplaces check GST details during onboarding, and Flipkart accepts a category exemption instead of a GSTIN only for some products, so we normally settle the GST position first.
Do you visit businesses in Jaipur?
No. TrueOrbis offers on-site visits only in Delhi NCR. Jaipur and the rest of Rajasthan are served by video, phone, WhatsApp and remote session.
