Registrations a new business in Uttar Pradesh may need
Not every business needs every item below. What applies depends on what you sell, your turnover, how many people you employ and whether you trade online. Treat this as a list to check rather than a list to file.
- GST, applied for on the national GST portal once you cross the turnover limit, sell between states or sell through marketplaces; UP GSTINs begin with 09
- Registration, or confirmation that you are exempt, under the state shops law administered by the Labour Department (explained below)
- Udyam registration, if MSME status would help with a loan, a tender or a large buyer
- Approvals from state departments through Nivesh Mitra, if your project needs clearances beyond a simple shop or office
- Amazon or Flipkart seller accounts, each subject to the marketplace’s own verification
The UP shops law and its 2025 amendment
Shops, offices and other commercial establishments in the state fall under the Uttar Pradesh Dookan Aur Vanijya Adhishthan Adhiniyam, 1962 (Act 26 of 1962). The Labour Department (Shram Vibhag) administers it, and registration is made on the department’s portal at uplabour.gov.in.
In 2025 the legislature passed the U.P. Dookan Aur Vanijya Adhishthan (Sanshodhan) Vidheyak, 2025, which replaced an ordinance issued earlier that year. PRS Legislative Research lists it as passed and assented. The amendment changes which establishments must register, treating smaller ones differently from larger ones, but we have not confirmed its Act number, start date or gazette notification from an official copy, so we do not quote its thresholds here.
In practice, read the Labour Department’s current notice before you register or decide you are exempt. The central labour codes in force since 21 November 2025 have an establishment registration of their own as well; check which one covers you.
TrueOrbis does not file this registration. We can explain where it sits beside GST and Udyam and show you the right page on the portal.
GST, Nivesh Mitra and the national schemes
There is no separate UP route for GST. Applications from every district go through the common GST portal run by GSTN, and the state appears only in the first two digits of the GSTIN.
Nivesh Mitra is the state government’s single-window system for applying for and tracking approvals from several departments, and Invest UP runs a companion site for investors. A small shop or service firm will often need neither.
Udyam is a central scheme: a Lucknow bakery and a Noida software firm file on the same Ministry of MSME portal under the same classification rules.
On site in two districts, remote across the rest of UP
On-site visits in Uttar Pradesh are limited to its NCR districts: Gautam Buddh Nagar, which includes Noida, and Ghaziabad. There we can come to your office for IT set-up, network faults or a working session on paperwork.
Everywhere else in the state, Lucknow included, the work is remote: a video call to scope it, documents exchanged through a secure shared folder, and remote sessions for software, cloud and support tasks. Registrations, seller accounts and software projects do not need a visit to be done properly.
Cities we cover in Uttar Pradesh
Noida, Ghaziabad and Lucknow each have a page with local detail. Businesses in Kanpur, Agra, Meerut, Prayagraj or any other part of UP are served remotely, on the same terms as Lucknow.
Common questions
Will you visit an office in Uttar Pradesh outside Noida and Ghaziabad?
No. In UP, on-site work is limited to Gautam Buddh Nagar (Noida) and Ghaziabad districts, which are part of Delhi NCR. For Lucknow and the rest of the state everything is handled by video, phone, WhatsApp and remote session.
Does a small shop in UP still need to register after the 2025 amendment?
That depends on the amended Act and when it takes effect. The amendment treats smaller establishments differently, but its start date and final text were not confirmed from an official gazette copy when we reviewed this page, so check uplabour.gov.in or ask the Labour Department before deciding.
What does 09 at the start of a GSTIN mean?
It is the GST state code for Uttar Pradesh, so every GSTIN issued to a business registered in UP begins with it. The application itself is the same national process used in every state.
Do I need Nivesh Mitra for a GST or Udyam application?
No. GST is filed on the GST portal and Udyam on the Ministry of MSME portal. Nivesh Mitra is for approvals from state departments, which many small trading and service businesses never need.
