What changed for Haryana establishments from 12 November 2025
The state’s shops law is the Punjab Shops and Commercial Establishments Act, 1958, as it applies in Haryana. A 2025 amendment, published in the Haryana Government Gazette on 18 December 2025 and deemed to have come into force on 12 November 2025, renames it the Haryana Shops and Commercial Establishments Act, 1958 and reworks registration around a 20-worker line. The Labour Department, Haryana administers it.
The department’s website was down for maintenance when we reviewed this page, so we have not linked a portal address. The central labour codes, in force since 21 November 2025, also include an establishment registration; confirm which one applies to you.
- 20 or more workers: apply for registration online within one month; the certificate remains valid until the establishment closes
- Fewer than 20 workers: file an online intimation within one month instead, and receive a Basic Information Performa ID under section 13A
Checklist: registrations a Haryana business may need
TrueOrbis prepares GST and Udyam applications and seller accounts. The shops law filing is made by the owner; we explain what it involves but do not file it.
- GST, through the all-India GST portal; Haryana GSTINs begin with 06
- Shops and commercial establishments registration (20 or more workers) or online intimation (fewer than 20), with the Labour Department
- Udyam, the Ministry of MSME’s registration, if MSME status helps with finance or buyers
- Clearances from state departments through Invest Haryana, the single window of the Haryana Enterprises Promotion Centre
- Marketplace seller accounts, where Amazon and Flipkart run their own checks
GST and Udyam work as they do in every other state
A Haryana GST application looks exactly like one from Kerala or Assam. It is made online at gst.gov.in, and the state shows up only in the code 06 that forms the first two digits of the GSTIN.
Udyam has no Haryana-specific step at all. Whether the business is a Faridabad workshop or a consultancy in Panchkula, the certificate comes from the same national portal on the same terms.
On site in Gurugram and Faridabad, remote across the rest of Haryana
Visits are limited to Haryana’s two NCR districts, Gurugram and Faridabad. That covers on-site IT support, device set-up, office networks and in-person working sessions on registrations.
Businesses in Panipat, Sonipat, Karnal, Ambala, Hisar and the rest of the state work with us remotely: scoping on a video call, files exchanged through secure sharing, and remote access for software and support jobs.
Cities we cover in Haryana
Gurugram and Faridabad have their own pages with local detail. Anywhere else in Haryana is looked after remotely.
Common questions
Our Gurugram office has 12 staff. Do we register under the shops law?
Under the amendment deemed in force from 12 November 2025, an establishment with fewer than 20 workers files an online intimation within one month instead of a full registration, and receives a Basic Information Performa ID. Confirm the current process with the Labour Department, Haryana.
Can you come to our office in Panipat or Karnal?
No. Our on-site work in Haryana covers Gurugram and Faridabad districts only. Elsewhere we work remotely, which suits registrations, seller accounts, websites and most IT support.
Does Haryana have a single-window portal for approvals?
Yes. Invest Haryana, run by the Haryana Enterprises Promotion Centre, is the state’s single window for approvals from different departments. GST and Udyam are not filed there; each has its own national portal.
Is a Haryana shops registration renewed every few years?
Under the 2025 amendment, a registration certificate for an establishment with 20 or more workers stays valid until the establishment closes, so there is no periodic renewal for it.
