Setting up and running a business in Gujarat

Gujarat’s capital is Gandhinagar, next door to Ahmedabad. A business anywhere in the state meets the same set of rules: GST with state code 24, a shops law that changed in December 2025, a profession tax partly collected by municipal corporations, and the Investor Facilitation Portal for state approvals. TrueOrbis works with Gujarat businesses remotely.

Services in Gujarat

The Gujarat shops law since December 2025

Shops and commercial establishments are governed by the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019 (Guj. 4 of 2019). An amendment, Gujarat Bill 1 of 2026, replaced Ordinance 3 of 2025 and is deemed in force from 16 December 2025.

Its main effect for small businesses is scope: the Act now applies to establishments with 20 or more workers. Guidance that still mentions a 10-worker threshold is out of date.

New registrations, renewals and cancellations are handled on eNagar (enagar.gujarat.gov.in). What, if anything, an establishment below 20 workers must file was not confirmed from an official source when we reviewed this page, so check eNagar before assuming you are outside the rules.

The central labour codes, effective from 21 November 2025, add an establishment registration of their own; confirm whether it reaches you.

Profession tax in Gujarat

Gujarat levies profession tax under its state profession tax Act. Collection is partly handled by municipal corporations: Surat Municipal Corporation, for example, acts as the Designated Authority in its area and publishes an FAQ on it.

Because the collecting authority can depend on where you are, ask your municipal corporation or a chartered accountant which office you deal with. TrueOrbis does not register for or file profession tax.

A checklist for new businesses in Gujarat

  • GST: apply on the GST portal; your GSTIN will begin with 24
  • Shops and establishments: register on eNagar if you have 20 or more workers
  • Profession tax: check with your municipal corporation or the state authority
  • Udyam: optional MSME registration on the Ministry of MSME portal
  • State approvals: the Investor Facilitation Portal (ifp.gujarat.gov.in) for projects needing clearances from several departments
  • Online selling: Amazon and Flipkart accounts, each approved by the marketplace itself

How TrueOrbis works with Gujarat businesses

We are based in Delhi and do not travel to Gujarat. Work begins with a video call to understand the business, then continues over WhatsApp, phone and screen-share. Sellers with big catalogues send product sheets and photos through a secure folder, and we return listings for approval before anything goes live.

Udyam is identical nationwide, so a Gujarat unit files on the central portal exactly as a unit in any other state would. GST follows the same national process, with 24 as the only state marker.

Cities we cover in Gujarat

Ahmedabad has its own page. Gandhinagar, Surat, Vadodara, Rajkot and every other part of Gujarat are served remotely on the same basis.

Common questions

My Surat shop has eight workers. Does the Gujarat shops law apply?

Since the amendment deemed in force from 16 December 2025, the Act applies to establishments with 20 or more workers. Whether smaller ones must send an intimation was not confirmed from an official source, so check eNagar for the current requirement.

Where do I register under the shops law in Gujarat?

On eNagar, the state portal that handles new shops and establishments registrations, renewals and cancellations.

Is Udyam handled differently in Gujarat?

No. Udyam is a central registration with one portal and one set of classification rules for the whole country. Nothing in the process changes for a Gujarat business.

Can TrueOrbis help with Gujarat profession tax?

We can explain where it fits among your registrations, but we do not register for or file it. Your municipal corporation or a chartered accountant can tell you which authority collects it for your location.
